The USCG Chaplains Orientation Manual provides guidance for chaplains assigned to these duties. ![]() United States Navy and Public Health Service chaplains from the United States Navy Chaplain Corps are assigned to the USCG to serve in USCG units. Chaplain Brown would serve as an inspiration to Chaplain Parham who would become the second African American Chaplain and the FIRST to be promoted to the rank of CAPTAIN in the U.S. The USCG does not have its own chaplain corps. Chaplain Brown became the first African American Chaplain, serving until 30 April 1946. Chaplains provide religious ministry, advocate for and promote the well-being of USCG personnel, and serve as command liaison officers to civilian religious leaders, communities, organizations and agencies. Their purpose is to offer religious church services, counseling, and moral support to the armed forces, whether in peacetime or at war. The Chaplain of the Coast Guard serves as the Commandant's senior advisor on matters pertaining to chaplains and the free exercise of religion by USCG personnel. The United States Army Chaplain Corps (USACC) consists of ordained clergy of multiple faiths who are commissioned Army officers serving as military chaplains as well as enlisted soldiers who serve as assistants. ![]()
